If you've had to port forward for a PS2 game before, it should be the same IP address, provided the IP is static.

A valiant effort mates, but alas I couldnt get the damn thing to work. Risk Online is indeed finicky.

Yes, you can try port forwarding for Risk. Here are the ports you'll need to open:
TCP/UDP: 33000
UDP: 29000, 13139, 6500
TCP/UDP: 33000
UDP: 29000, 13139, 6500
