I had the same problem. I tried with NTSC-U and NTSC-J versions and everytime I wanted to create a new account (or log in to an existing one) I got that message.
The solution was fairly simple:
Instead of using the „main“ server (199.195.251.151) I used the backup server (72.229.137.212) in my PS2 network DNS settings and since then I didn't have any problems creating an account or log in to an existing one.
I re-tried several times, the main server doesn't seem to work for me whereas the backup server works like a charm. I'm currently located in Europe, by the way.

Battlefield 3 on the PS3 almost every day since release but all this „experience“ didn't help me one bit at playing
Battlefield 2 on the PS2. I am constantly getting my
derrière handed to me

I've been trying to create an account for battlefield 2 since 3 weeks but i always get a message saying "could not download gamespy/IGN entertainment privacy policy"

I would be thankful if someone can help me out

Type in the numbers 199.195.251.151 into your ps2 network configuration setting. That should work

If using that IP Address as your Primary DNS doesn't work, you could just send a PM with your email address, desired username, and desired password to someone at this site who was able to access the account creation. Then that person could create the account for you.

Since the gamespy meltdown started, my second server stopped playing the role of a backup as i needed 2 DNS servers to maintain everything. I meant to a while ago and never got to it, but was going to make a page on the site explaining what each server provides access to. 199.195.251.151 gets you on games that are down because of gamespy (whatever is listed in the other topic for broken gamespy games.) 72.229.137.212 is for games still maintainted by gamespy, but missing somethingelse (battlefield is missing welcome/agreement files.)
I'm on my semester break from school now, so I guess I'll get on that.
Use 72.229.137.212 for Battlefield

I tried it just now with that IP address (72.229.137.212) but still got that message again

I was just thinking, is there a specific time in which i should try to make a new account ?!

Figuring this first one is you.
04:42:03 User from IP 92.99.203.155 signed on to Battlefield 2: Modern Combat
03:28:15 User from IP 76.125.56.251 signed on to Battlefield 2: Modern Combat
This is from my DNS log. The one for 03:28 shows up in my web server log correctly and everything was there.
For 04:42 or the IP I don't see a single thing. Not sure why this happened.

Someoneelse just got on about 20 minutes ago also. Can only suggest trying again.

http://bobzent.info/ps2.php though you did get past there, so I dunno what that would do for you...
