Yes, only PAL is working as nobody connected to The_Fog DNAS collecting server with the NTSC-U version during the DNAS collecting phase .

NTSC-U can but you need to use a patched Iso, an old save (I have this save) and use a cheat code to modify your user name. So all of this require Free MCBoot
