Yeah it also lets you play backups and modified versions of the game which are required for some games to be played online and avoid DNAS. It can be a pain to install yourself though. I'm surprised people are able to sell it on ebay.

No, the servers were taken offline a few years ago. They used Sony Online Entertainment to host their servers so unless someone reverse engineers them then it probably won't be back online.
